Given the complexity of the tasks it is necessary to institutionalize the permanent structures of countries specialized in the management of EMS programs to cooperate with the President Pro Tempore, refers to their counterparts in the countries and the tasks of marriage, advice and dissemination of monitoring activities required by RAC.
To optimize the structure and functioning is considered appropriate:
a) establish mechanisms for the incorporation of new countries to the SEM-related activities;
b) improving the relationship of SEM with other organs of the MERCOSUR, taking into account:
- the need for the resolutions of the RME are systematically included in the agenda of the MERCOSUR decision-making bodies (GMC and CMC);
- the importance of peer interaction with other meetings of ministers of the region;
- the importance of a close relationship with the Mercosur Parliament, the Forum of Political Consultation and Coordination (FCCP), the Working Group Sub-10 (10 SWG) and Technical Cooperation Committee (TCC).
- the need to encourage networking and a close relationship between the administrative and management levels of the educational systems of member and associate countries of the region;
- the need to strengthen the coordination of relations between Mercosur and international standards, countries regional, subregional and others.
The structure of the education sector in Mercosur, to be dynamic and flexible, we consider three main functions:
Policies (strategic objectives)
Techniques (areas and lines of action)
Implementation (design and implementation of projects)
These functions are coordinated by the following agencies: organic, in accordance with the Rules of SEM, approved by Resolution 28/01 of the GMC.

- Identify funding mechanisms and funding sources to implement priority programs and projects of SEM;
- Develop an annual program and a schedule of activities under the existing plan;
- RME proposes the creation of new bodies necessary for the performance of their duties;
- Create the temporary agencies, consulting or work performance of a specific function;
- Supervise, monitor and evaluate the development of the Plan of SEM;
- Monitor and evaluate the different levels of NO;
- Disseminate the progress of the integration process and the results of studies and projects;
- Reporting and accountability to the RME at work;
- Deal with situations not covered by the Regulation thereunder;
- Comply with all other tasks of RME.
It is noteworthy that in the medium and the rotation in alphabetical order, each State Party is the Pro Tempore Presidency of MERCOSUR. Steering Committee for Information and Communication (CGSIC) meets the requirements of the communication, dissemination of knowledge work, information and collaboration within the SEM in all levels, using technology as a means of communication and information resources do their jobs. This system will be managed by a committee that designs, develops and manages information of SEM, according to the needs of its different instances. Some of its functions will be:
