In the area of higher education, the need for regional academic space, improving its quality and training of humans resources, constitute the essential elements to stimulate the process of integration.
Thematic blocks
The area of higher education will develop its activities in three thematic blocks:
Recognition
A system for recognition of careers as a mechanism for approval of qualifications will facilitate the mobility in the Region, will stimulate the process of evaluation to improve the quality of education and will facilitate the comparison between the formation processes for academic quality.
Mobility
The creation of a regional common space for higher education is one of the pillars in the development of mobility program. This program will involve projects and activities of academic and institutional management, student mobility, credit transfer system and exchange between teachers and researchers. A first step is in development with the recovery programs that exist in the region, with the objective to strengthening them and promoting the creation of new areas of cooperation, expanding the relationship between universities and educational associations.
Inter-institutional Cooperation
The central actors in the process of regional integration in the field of higher education are the universities themselves. In this way, it is of fundamental importance to the recovery of experiences developed to promoting and stimulating further action. Emphasis will be given to joint actions to develop collaborative programs of graduate, in joint research programs, in the creation of networks of excellence and in working with other levels of education, on teacher training.
Goals
Were defined the following goals, for the definition of projects to be executed:
- To set up the experimental mechanism for recognition for graduates careers in agronomy, engineering and medicine;
- To increase your application to other careers;
- To aprove an agreement for recognition of graduate courses;
- To implement a training program for peer evaluators;
- To approve a mobility agreement;
- To set up a program for mobility of students, teachers, researches and administrators;
- To eliminate the legal restrictions that hinder the implementation of the Mobility Program;
- To implement a program of graduate studies in public policy;
- To operate a database of graduate programs in the region;
- To consolidate the graduate programs in the region within the scope of the Protocol of Educational Integration for training of human resources in graduate level between the member countries of Mercosur;
- To coordinate with the specialized meeting on science and technology of Mercosur, the development of activities of common interests;
To approve an agreement for recognition of qualifications in higer education to continuing of studies in the Mercosur’s countries.
